Accounts Receivables Management Industry
Calls On Congress to Keep FTC As Exclusive Regulator

WASHINGTON, March 19, 2010 – The four organizations representing the nation’s accounts receivables management industry are calling on Congress to keep the Federal Trade Commission (FTC) as the exclusive regulator of debt purchasers and collectors. This unprecedented action by these trade groups to come together is a response to proposed egislation that would strip the FTC of its powers and place the industry under a new authority.

Life and Debt

In July, the Federal Trade Commission brought together debt collectors, consumer advocates, regulators and judges in Chicago to discuss the debt collection process. The meeting had the potential to become yet another one of the summer’s knock-down, drag-out policy boxing matches. But it was refreshingly constructive, largely focused on discussing real solutions to resolving consumer debt issues. Considering the magnitude of our nation’s consumer indebtedness, it’s important to keep this momentum going.

Senate Bill 639 Enacted On September 11, 2007, Governor Schwarzenegger signed Senate Bill 639 into law. The law clarifies that, as of January 1, 2008, foreign judgments being entered in the State of California have a ten year statute of limitations.

New Rules of Court | Effective July 1, 2007

On Friday, April 27, 2007, the Judicial Council approved the collections cases proposal developed by the Collections Cases Working Group. The new and amended rules and revised Civil Case Cover Sheet will be effective July 1, 2007.


The California Creditors Bar Association is very thankful for all of the hard work and effort undertaken to make this possible, and looks forward to streamlined Court dockets, uniform Court Rules across the State of California, and elimination of numerous local procedures for collection cases, all saving countless resources for courts, lawyers and litigants.
